Kuwait gets less attention from international technology suppliers than the UAE, Saudi Arabia or Qatar, and the result is that a competent supplier faces less crowded competition here than anywhere else in the Gulf. The market is smaller but the businesses are substantial, particularly in trading, contracting and retail, where several family groups run operations of real scale.

The characteristic Kuwaiti engagement is operational rather than promotional. These are established businesses whose systems have not kept pace, and the valuable work is internal: stock, costing, procurement, and reporting that currently takes a person several days a month to produce.

The regulatory position differs from the rest of the region in a way worth understanding before you start, because Kuwait has not enacted the kind of comprehensive data protection statute that Bahrain, Qatar and Saudi Arabia have.

The regulatory position, which is unusual

Kuwait does not have a single comprehensive data protection law comparable to the Bahraini PDPL or the Saudi PDPL. What exists is the CITRA Data Privacy Protection Regulation, which governs data privacy in the context of telecommunications and IT service provision, with sector-specific rules applying on top for banking and healthcare.

The absence of a unified statute makes the contract more important rather than less. Where a comprehensive law exists, it supplies default obligations that both parties can rely on. Where it does not, whatever the contract says is close to the whole arrangement, and a vague contract leaves both sides exposed.

We draft for that: explicit definition of what personal data we may access, where it is stored, who specifically has access, what we may do with it, logging and review obligations, and deletion and return requirements at the end. The same terms we would sign in a jurisdiction that mandated them.

Trading, contracting and the work that pays

Kuwaiti trading and contracting groups carry the same operational problems we solve across the Gulf and in India, and the highest-value first project is almost always the same: whichever manual process is consuming the most time and producing the least trustworthy number.
