Qatar is a small market with concentrated wealth and unusually large deal sizes relative to its population. Energy, government, hospitality and the facilities built out over the last decade dominate, and the common thread across all of them is that a great deal was procured quickly and separately, leaving organisations with systems that do not speak to each other.

Qatar buyers are used to international suppliers and evaluate on process and documentation rather than on price, which suits a studio that keeps its security and handover documentation ready. The time difference is two and a half hours, so the working relationship is close to a domestic one.
Two and a half hours, Sunday to Thursday
Arabia Standard Time is two and a half hours behind India with no daylight saving. Our 09:30 to 19:30 IST working day covers 07:00 to 17:00 in Doha, which is essentially the whole Qatari working day.
As with Saudi Arabia and Bahrain, the week is the thing to plan for rather than the clock. Qatar works Sunday to Thursday. We staff Sunday to Thursday for Qatari accounts so that nothing waits a day at the start of your week because nobody on our side was working.
The practical effect is that live collaboration is genuinely available. Daily calls at a sensible hour, real-time code review, and a question answered within minutes rather than the next morning. That is not true of most offshore relationships and it is the strongest argument for choosing an Indian supplier over a European or American one for Qatari work.

Integration, which is most of the demand
The recurring Qatari engagement is not a greenfield build. It is making a set of separately procured systems produce one reliable picture.
A facilities operator running three properties may have a maintenance system from one vendor, an access control system from another, an energy management platform from a third and a finance system that knows about none of them. Each works. Together they produce a monthly report that someone assembles by hand from four exports, and a number that nobody entirely trusts.
That is a well-defined engineering problem: agree the definitions, build the pipelines, put quality checks between the stages so bad data fails loudly rather than propagating, and produce a single reporting layer everyone reads. The hard part is not technical. It is getting the organisation to agree what a term means before the build rather than arguing about it after.

The QFC question
Qatar has two data protection regimes and which applies depends on where your entity sits, which is a distinction suppliers frequently miss.
Law No. 13 of 2016 on Personal Data Privacy Protection is the onshore regime, overseen by the National Cyber Security Agency. Qatar was the first Gulf state to enact comprehensive data protection legislation and the law follows broadly GDPR-style principles.
Entities inside the Qatar Financial Centre operate under the separate QFC data protection regime, which is closer to European practice and generally more prescriptive. If you are a QFC entity, the contractual instruments and the obligations differ, so tell us at the start.
For most builds the cleanest route is the one we propose everywhere: do not transfer production personal data at all. Develop against anonymised or synthetic datasets and restrict production access to named individuals under logged conditions where it is genuinely required. Your compliance adviser should review any specific arrangement.
